Position Summary

We are seeking an Associate Director Agile Product Owner for our Columbia, MD location to establish best practices around the Scaled Agile Framework. Lead Product Owners to optimize feature delivery to customer and stakeholders in a series of releases that balance the enterprise's technical and economic objectives. Lead and facilitate Program Increment (PI) quarterly planning, establishing regular quarterly cadence, establish and evangelize roles and responsibilities with all stakeholders, and ensure engagement with Business Owners. Lead the development of use cases and user stories to support application flows across multiple end user channels - web, phone, tablet, and desktop delivery modes. Accountable for the product backlog and prioritization of user stories with business stakeholders. Analyze business needs, support requirements documentation, and translate into functional, non-functional, and/or technical specifications. Collaborate on the design with business partners and technical engineers and act as design team liaison throughout the engineering process. Identify the need for initial or supplemental project resources. Negotiate with project stakeholders or suppliers to obtain necessary resources. Direct or coordinate activities of project teams using scaled Agile scrum methodology. Initiate, review, and approve modifications to project plans. Develop and update project plans for IT products/solutions, including project objectives, technologies, systems, and information specifications. Plan, initiate, and manage projects to develop several IT products/solutions, including an EMR (electronic medical record) system, a telephonic referral management system, and an internal operations management system. Perform risk assessments to develop response strategies. Prepare project status reports by collecting, analyzing, and summarizing information and trends. Submit project deliverables, ensuring adherence to quality standards. Analyze application data trends to identify reporting issues within an EMR system. Mentor and guide the work of direct reports, including Senior Business Analysts and Business Analyst.
