As an Associate Director on our Government Solutions Implementation Team, you'll have the opportunity to lead the implementation of Member & Provider solutions for our state offerings for Medicaid operations. This is a position that affords you the ability to implement significant state initiatives, drive processes and improvement opportunities. By working with a your cross functional implementation team and utilizing your Medicaid experience and project skills to fulfill the needs of the business and/or clients, you will have an impact on making the health care system work better for everyone, especially those who need it most. Primary Responsibilities:
  • Lead the Constituent Services implementation workstream for specific state implementations, defining key business needs, issues and/or gaps and implementing solutions for flawless operations execution
  • Work with leveraged Optum Operations areas to implement member and provider servicing processes to support Medicaid solutions
  • Partner with product owners, operations, and technology for you and your team to develop business deliverables for new / enhanced capabilities
  • Ensure buy-in of implementation processes and solutions from key State owners, operations, and technology partners / leadership
  • Work with Implementation and Operations teams to plan and execute User Acceptance and Operational Readiness Testing
  • Manage project risks and issues, adhere to project timelines and budget
  • Ensure timely and effective execution of all deliverables
  • Perform other dues as assigned by Implementation team leadership
  • Support RFP design and development as needed

Required Qualifications:
  • 5 or more years of experience in business analysis and/or operations process development and execution
  • 5 or more years of Healthcare experience  
  • 2 or more years of deep knowledge of State Medicaid Provider process experience
  • 2 or more years of experience with State based Medicaid systems
  • Experience working on large, complex Implementation teams to successfully deliver business value on time and within budget
  • Experience in working with BA’s and customers to develop requirements for customized solutions to specific business needs
  • Experience in User Acceptance Testing processes and coordination
  • Experience with project methodology (requirements, design, development, test and implementation)
  • Up to 25% travel (variable depending on the client) 
Preferred Qualifications:
  • Bachelor’s degree
  • Knowledge of current Optum Provider operations and support processes
  • Knowledge of Affordable Care Act
  • Facets Claim experience
  • Experience in working with agile / scrum methodology
  • Experience and working knowledge of CA Agile Central (formerly known as Rally)
Soft Skills:
  • Strong communication and influencing skills
  • Strong client relationship and partner management abilities
