Position is responsible for working with the product, technology and matrixed operations teams to build and deliver upon Optum’s Government, Commercial and International growth agenda. This includes building new solutions as well as modifying existing solutions to accommodate these markets. The position leads cross function teams to develop solutions and requirements for efficiently delivering services to support the Reporting and Data Integration work stream and effectively meet the market and client requirements.

Primary Responsibilities:

  • Conduct business process analysis to identify key business needs, issues and/or gaps and leveraging Optum partners build solutions for flawless Call operations execution
  • Work closely with partners including Business Analyst and IT teams to identify requirements to support the process and service solutions
  • Ensure buy-in of proposed solutions from key product owners, operational and technology partners and leadership
  • Work collaboratively with the business partners and UAT team to provide guidelines to develop test case scenarios
  • Collaborating with other work stream partners, provide direction on priorities of process deliverables
  • Provide timely written and/or verbal communications regarding process progress including deliverables, significant milestones, risks and mitigation strategies to the management team
  • Manage project risks and issues, adhere to project timelines
  • Ensure timely and effective execution of all deliverables
  • Support RFP design and development as needed to ensure end to end delivery is well thought through for quality execution
  • Continuously drives innovative operational end to end process improvement through continual review of existing structures, workflows, processes and procedures using methodical analysis and tools that challenge the status quo by taking a leadership role in fostering a quality improvement mindset
  • Perform other duties as assigned by management


Required Qualifications:

  • Bachelor’s degree in Business, Finance, Health Administration, related field or equivalent work experience
  • 5  or more years of experience in leading operations and/or business process improvement development and execution initiatives, integrating the voice of the internal and external constituents, preferably with a state Medicaid program
  • 5 or more years of experience with operations and technologies supporting health plan, provider enrollment, eligibility and reporting
  • Intermediate level of proficiency with PC based software programs (Excel, Visio, and PowerPoint)

Preferred Qualifications:

  • Medicaid experience
  • Experience designing reporting and dashboard requirements within a healthcare operational environment
  • Detailed knowledge of EDI transactional requirements
  • Experience with Project Management
