The West Regional CIO is accountable for leading the information systems for the Optum Care West region. This includes development and maintenance of business and clinical applications; computer operations; telecommunication systems; voice and data communication networks; various information utilities and office systems, and user consulting providing and training. The CIO is responsible for the definition and implementation of the technology and information system strategies and roadmap in alignment with the Optum Care enterprise. They will develop regional and local business strategies to achieve measurable benefits in support of the market's strategic, business, and financial goals. Responsible for the technology installed, supported, and used by each organization within the region. Accountable for the integrity of all internally generated and externally-reported data and ensuring excellent customer service and support. Additionally, the CIO is operationally accountable for the services delivered to internal customers by Optum Technology. In collaboration with the regional and local business and IT leaders, the CIO will define and assist in managing the IT operating and capital budgets of the organizations supported following Optum processes. As a member of the technology leadership team, will participate in the definition and implementation of enterprise capabilities required to support the Optum Care enterprise strategies.

 

 

 

Specific responsibilities will include:

 

 

 

 

  • Provide technology leadership and support across the region
  • Leverage, utilize and incorporate best practices across the region to ensure smooth operations and search for opportunities to improve capabilities as well as reduce costs
  • Responsible for providing IT service management best practices and for reporting on IT service performance
  • In partnership with the OptumCare enterprise, regional and local leadership teams develop, communicate, and implement long-range strategic plans to guide information systems and technology decisions, including, but not limited to hardware, software, staffing, services and support
  • Establish and maintain strong business knowledge of the markets within the region
  • Understand business strategies and ensure business/technology strategies/plans are in alignment as well as strategic responsibility for working with key stakeholders for high-level business analysis and solution development
  • Utilize information assets and manage divergent technologies effectively to produce innovative and cost effective enterprise-wide technology solutions
  • Ensure legacy systems continue to be supported and meet business needs until replaced
  • Responsible for working with regional and corporate leaders to develop and execute integration strategies to promote more effective business functionality while providing IT services that simplify the provider experience and minimize duplication of back office operations
  • Ensure a nimble, flexible, responsive and customer oriented technology support model is in place across the region to ensure effective and efficient delivery of information services, support and technologies to both internal and external customers
  • Perform ongoing evaluation(s) across the region to determine whether information systems meet the needs of the business, support its strategies, and are consistent with future direction
  • Identify and assess new technologies and applications to determine potential value; and promote technology strategies that enhance the organization's performance and competitive advantage
  • Ensure timely and effective communication and periodic reporting on the status and progress of strategic projects; participates on and/or chairs appropriate committees and teams to ensure effective technology adoption and implementation
  • Develop and implement reporting across the region for evaluating successful execution of IT programs, projects and operations
  • Develop and implement action plans across the region including forecasting capital and operating system requirements and establishing policies and procedures to meet regional objectives
  • Establish and maintain effective IT vendor relationships; review, negotiate and approve major contracts for information technology services and equipment
  • Leverage technical and analytical resources across the region within each entity to assist in their planning for technology and information systems, ensuring key stakeholder input and involvement
  • Ensure through policies, procedures, direct involvement and/or oversight that all information / data reported to external entities and agencies maintain a high level of integrity and consistency
  • Ensure that all systems and processes for information exchange meet HIPAA and other regulatory or legal requirements
  • Partner with Optum Technology to ensure local platform compliance with policy and agencies (SOX, etc.)..
  • Represent regional organizations on corporate level IT strategic committees.
  • Ongoing analysis of IT cost structures and collaboration with stakeholders to develop and execute on cost containment strategies related to IT services
  • Provide value and efficiency to our practicing physician offices
