Plans, organizes, directs, coordinates and controls the operations of the Engineering, Maintenance and Grounds departments.  Complete all duties and functions of the hospital Safety Officer.   Maintains compliance with applicable regulatory agency requirements, including; The Joint Commission (TJC), Centers for Medicare and Medicaid Services (CMS), Environmental Protection Agency (EPA), State and Local agencies, The Occupational Safety and Health Administration (OSHA), etc.   Manages staff and contractors to adequately to ensure and maintain the efficient and safe operation of all hospital buildings.   Plans, predicts, maintains and repairs building and equipment.   Utilizes energy management and tracking tools in order to maintain efficient utility operations.  Develops and manages operating and capital budgets.  Also serves as Director over Environmental Services/Linen (overseeing Manager of that department), Security (overseeing Supervisor of that department) and serves as liaison to the Bio-Medical contract service department.


  1. Develops, maintains, and reviews all departmental and regulatory policies and procedures and all regulatory (Plant Operations) manuals.
  2. Updates the Statement of Conditions with current information and keeps all life safety plans accurate.  Changes to the building are reflected in updated plans.
  3. Keeps all required permits, licenses, and certificates of operation up to date at all times. 
  4. Maintains an acceptable preventive maintenance program with acceptable completion rates greater than 90%.  Equipment appears well maintained during corporate inspections. Unplanned equipment breakdowns or major issues are infrequent.
  5. Manages an acceptable, customer-centric, corrective and elective maintenance program.  Communicates effectively with all hospital management and staff.  Assesses and ensures that customer needs and patient satisfaction is achieved.
  6. Effectively manages relationships with hospital leadership and cooperates with hospital objectives.
  7. Manages financial performance and budgets to operate an efficient department.  Manages contracted vendors and staff for a proper balance giving the best value for dollars spent.  Completes monthly variance reports and forecasts in a timely manner.  Maintains inventory levels of repair parts and supplies without jeopardizing safety of the buildings or occupants.
  8. Manages utility costs and consistently tracks utility consumption to assure efficient operations.  Adjusts controls programs and develops other methods to keep the building running as efficiently as possible.
  9. Effectively manages long range capital infrastructure replacements.  Keeps equipment lists up to date and works with hospital finance and Regional Finance Manager to budget and complete replacement projects.
  10. Manages an effective Environment of Care (EOC) committee. The EOC addresses issues, tracks results, recommends improvement areas, and follows all Joint Commission requirements.  Coordinates activities of the EOC committee, including, hazard surveillance rounds, annual reviews and objectives, communication to senior leadership, etc.
  11. Manages design, construction, and infrastructure projects.  Complies with UHS design and construction policy and, when appropriate, works with the assigned project manager or regional facility manager on large projects.  Performs Pre-Construction and Infection Control risk assessments per plan requirement.  Performs Interim Life Safety Management inspections per plan requirement.  Implements control measures as outlined in the plans.
  12. Interviews, hires, develops, counsels, disciplines, and terminates staff as necessary, following all hospital human resources policies.  Reviews and evaluates the work and productivity of staff. 
  13. Develops department training program to meet the needs of OSHA, general safety, and job specific duties.
  14. Manages the hospital's Emergency Preparedness Program and Committee.  
Job Requirements
  • Minimum of High School Diploma and degree or certification in a technical trade or field related to facility maintenance and engineering.  Bachelor’s degree is preferred.
  • Holds valid driver’s license.
  • 5 years of previous hospital engineering management experience.
  • Knowledge of NFPA codes and standards, Joint Commission and CMS standards, OSHA, EPA and state and local codes and stand.
  • Holds current Certified Healthcare Facility Manager certification or has the ability to obtain within one year.
  • Experience or working knowledge in all aspects of building trades, including HVAC, mechanical, plumbing, electrical, carpentry
  • Intermediate level computer experience.  Including Microsoft Office – Word, Excel, Outlook.  Experience with Computerized Maintenance Management Systems and Building Management Systems.
  • Previous project management experience.
