The Director of Human Resources is responsible for providing human resources support for the facility, which includes recruiting for vacant positions, conducting general employee orientations, maintaining all personnel records and files, conducting employee benefits and savings plus enrollment meetings, responding to insurance and unemployment compensation correspondence, employment verifications and organizing all employee activities and in-services.


Education: Bachelor's Degree in business administration or related field is preferred; combination of education and experience is required.

Experience: A minimum of two (2) years experience in human resources, preferably in a health care setting; or any combination of education, training or experience in a hospital business office. Additional Requirements: Ability to work occasional overtime and flexible hours as requested.


Job Requirements

Provide human resources support to the facility by managing all personnel issues within corporate policies and procedures and all federal and state guidelines.  Assist in preparing personnel-related documents for JCAHO surveys.  Assist in the recruitment of all vacancies, including interviewing, job placement, and conducting orientation.  Prepare personnel files and maintain personnel records in accordance to facility and corporate
personnel policies and guidelines.  Conduct criminal and background checks for all new hires.  Assist new employees with completion of their personnel packets.  Audit personnel files, ensuring all information is current and accurate. Conduct employee benefit orientation, an open enrollment meetings, and enroll employees in health insurance and 401 (k) when eligible. Coordinate with Corporate Human Resources and prepare requested reports for the Corporate Human Resources Office as requested. Validate licenses of all new employees through the appropriate licensing board. Obtain appropriate paperwork for employee benefit authorizations, and input all personnel information for new hires and all status changes for current employees. Provide consultation and training to facility management regarding employee relations issues, counseling and termination procedures as required. Report all personnel problem issues to the Chief Executive Officer and Corporate Human Resources. Ensure the maintenance of an up-to-date wage and salary structure at the facility. Participate in local health care wage surveys, and forward results to the Corporate Human Resources Office.   Ensure the maintenance of accurate position descriptions for all positions employed at the facility and consult with Corporate Human Resources on all changes or new position descriptions needed.   Mail termination paperwork (includes COBRA and Savings Plus Distribution packages) to all    discharged employees via certified mail.  Prepare billing for health and welfare enrollment. Coordinate with Corporate Human Resources on all personnel matters outside the realm of expertise.  Respond to all employee complaints in a professional manner, and assist with conducting preliminary investigations.

Respond quickly to all unemployment compensation claims received for prior facility personnel. Audit all working compensation claims, ensuring appropriate completion of paperwork, while monitoring status of all claims.  Provide interpretation of all facility, corporate and Personnel policies and procedures as requested by management. Provide support with ensuring a competitive wage and salary program, which may include       responding to local health care association salary surveys. Complete all employment verifications for current and terminated employees. Participate in special projects as assigned by the Chief Executive Officer.         Organize special employee events, employee activities and human resources related in-service training. Adhere to facility, department, corporate, personnel and standard policies and procedures.  Attend all mandatory facility in-services and staff development activities as scheduled.  Adhere to facility standards concerning conduct, dress, attendance and punctuality.  Support facility-wide quality/performance improvement goals and objectives.  Maintain confidentiality of facility employees and patient information knowledge of all code procedures.  Knowledge of personnel procedures and all legal requirements such as FLSA, FMLA and EEOC   Knowledge of JCAHO, HCFA and state and federal regulatory agencies. Knowledge of computers and business software applications. Skill in organizing and prioritizing workloads to meet deadlines. Skill in telephone etiquette and paging procedures. Effective oral and written communication skills.  Ability to communicate effectively with patients and co-workers.  Ability to adhere to safety policies and procedures. Ability to use good judgment and to maintain confidentiality of information.Ability to work as a team player. Ability to demonstrate tact, resourcefulness, patience and dedication. Ability to accept direction and adhere to policies and procedures. Ability to recognize the importance of adapting to the various patient age groups (adolescent, adult and geriatric).
