El Paso Behavioral Health System is currently seeking qualified candidates for the followingposition: Director of Clinical Services The Director of Clinical Services provides the leadership and strategic planning of the clinical services programs offered at the facility, ensuring programs meet the needs of the community and the facility’s performance goals and objectives. Responsibilities include the overall administrative processes and personnel staffing to include oversight and supervision of therapists and student interns. Responsible for tracking and managing student intern program with multiple universities working collaboratively with other clinical leaders to maintain a recovery-focused treatment setting focused on high quality clinical care. STANDARDS OF PERFORMANCE THE ESSENTIAL JOB FUNCTIONS ARE CATEGORIZED UNDER THE TJC STANDARDS OF PERFORMANCE. THIS POSITION WILL BE EVALUATED BASED UPON SOCIAL SERVICES PRACTICE/COMPETENCIES, AS WELL AS THERAPEUTIC PRACTICES COMPETENCIES AS LISTED BELOW. Leadership 1. Ensure that a system is developed to provide continuity of care and communication with patients as related to patient discharge needs. 2. Ensure that all staff members, to include unit therapist(s), maintain compliance with the & ; ; ; ; ; ;nbs p; Standards of Patient Care and Practice. 3. Ensures regulatory compliance for all programs and acts as a resource to therapy staff. 4. Ensure programs comply with TJC, CMS, TAC, OSHA, state/federal, patient’s rights regulatory standards, and hospital policies. 5. Ensure compliance of content in program documentation. 6. Encourages effective communication amongst staff members to ensure a smooth transition of patient transfer and discharge 7. Collaborates with the team regarding appropriateness of continued stay and discharge planning for patients. 8. Assigns staff according to patient needs and hospital census 9. Evaluate program effectiveness and formulate plans for improvement in collaboration with the DCS. Management 1. Ensure Infection Control and Safety/Risk Management policies are consistently implemented on all units. 2. Assist DCS in evaluating the effectiveness of treatment planning. 3. Reports occurrences affecting patient care and facility safety as designated by facility policy. 4. Coordinates performance improvement activities for all units and staff 5. Monitor and correct medical records for appropriate documentation of treatment care. 6. Perform inpatient and discharge audits for social services department 7. Responsible for reporting performance values for social services department to Performance Improvement committee monthly or as requested. 8. Assist DCS in evaluating effectiveness, correcting, and creating of social services documents. Patient Care Standards 1.Ensure programs adhere to specific standards of care for patients for the specific populations of all units. Personnel Management 1. Provide leadership and direction to all program staff in accordance with the facility goals and objectives. 2. Assist with identifying problematic areas where potentially disciplinary actions may be indicated and handled by DCS/DSS. 3. Continually evaluate the activities, morale and interpersonal relationships of the program staff and promotes methods to improve in these areas. 4. Ensure that all new employees, unit therapy staff, and student interns are oriented to the program. 5. Provide education, orientation and in-services for all therapy staff and student interns when opportunity to improve clinical knowledge is identified. 6. Ensure an adequate system of communication and reporting is maintained between all staff members, as well as other departments involved in the ongoing operation of programs. 7. Ability to staff personnel in accordance to acuity, hospital census, and budgetary guidelines. Professional Collaboration 1. Actively engages in the hospitals continuous quality improvement process. 2. Actively engages in and promotes the hospital's Service Excellence program. 3. Participate in designated task force meetings. 4. Meet on a regular basis with the DCS. 5. Attend and comply with annual mandatory in-service training. Performance Accountability 1. Use time constructively and in an organized manner to accomplish assigned responsibilities, delegates duties to other personnel as appropriate, and demonstrates good judgment ability. 2. Demonstrates a professional attitude and works collaboratively with physicians/licensed practitioners, staff, patients, visitors and allied health providers. 3. Responsiblefor meeting with staff on an as needed basis, as determined by DCS/DSS, to train staff on processes that are currently not meeting regulatory standards 2. Responsible for training staffon new requirements and documentation being rolled out to Social Services department 3. Complete monthly PI reports to include, but not limited to (All are due before the last Thursday of every month): a.&a mp;a mp;a mp;a mp;a mp;a mp;n bsp; Active Treatment Monitor b.&a mp;a mp;a mp;a mp;a mp;a mp;n bsp; SS Inpatient Audits c.&a mp;a mp;a mp;a mp;a mp;a mp;n bsp; SS Inpatient Closed Chart Audits d.&a mp;a mp;a mp;a mp;a mp;a mp;n bsp; CMS/DSHS visit report 4. Audit 50 Inpatient Closed Charts monthly (Utilize inpatient/closed chart audit tool; due 3rd week of month). Number of files needing auditing is subject to change. 5. Responsible for meeting with staff to complete a Performance Improvement Plan, if needed, with focus on proper completion of documentation and regulatory requirements 6. Assist DCS and program managers to determine if current treatment modalities utilized in individual unitsare appropriate 7. Active participant in creating evidence binders, with focus on discharge processes, to include but not limited to: (Barrin's, Term, and TJC) 8. Responsible for obtaining, collecting, and mailing CQI TOOLS (done at admit and discharge) and establish new process to meet standards of reporting. 9. Responsible for attending Pre-flash meeting to determine barriers to discharge in inpatient Social Service department 10. Responsible for attending Flash meeting to determine barriers to completing discharges 11. DSS will share responsibility of personnel staffing with DCS, alternating every other week, for the duration of seven days starting on a Monday at 8:00am. 12. Responsible for serving as a back-up to inpatient Social Services personnel staffing and transport coordinationduring DCS absence from the hospital on official duties and PTO. Shared personnel staffing responsibilities may be subject to change based on DCS/DSS availability, i.e. PTO, illness, etc. 13. Responsible to ensure staffing coverage for all units. In the event a unit does not have coverage during staffing assignment, DCS/DSS, will be responsible to ensure coverage of a unit, potentially requiring DCS/DSS to work direct care. 14. In the absence of DCS, DSS will be responsible for being back up to all DCS responsibilities. PHYSICAL, MENTAL, AND SPECIAL DEMANDS THIS SECTION DESCRIBES HOW AN EMPLOYEE IN THIS POSITION CURRENTLY PERFORMS THE FUNCTIONS OF THIS POSITION. Ability to lift, push, pull, twist, and stoop, as required, to meet the needs of patient care. May be required to lift or hold a patient without assistance. 2. Ability to be stand, walk or sit for long periods of time. 3. Ability to work inside a cold environment in the summer and hot in the winter, i.e. a fluctuating temperature. 4. Visual acuity is necessary for accuracy in reading and documenting in patient medical charts. 5. Ability to provide crisis intervention while maintaining focus on patient care and rights.
