Position Description

The Director of Product Management-Clinical Systems provides direction and leadership for WellMed Enterprise Clinical IT Applications and is responsible for establishing a standardized methodology to support build efforts and direct management of project teams. The Director aligns project resources, assignments, oversight and coordination of efforts with colleagues within IT and throughout WellMed, Optum and UHG as needed to support a successful implementation. The Director provides on-going monitoring of initiatives in collaboration with business units impacted. The Director also collaborates with stakeholders, operational partners and training teams to ensure successful implementation of initiatives, to ensure policy and procedures are established as required, and to monitor for continuous quality improvement opportunities directed toward achievement of clinical and healthcare outcomes. The Director of Product Management-Clinical Systems will ensure long-term planning priorities and activities are appropriately integrated into the strategic direction, as well as the mission and values of the company. 
 
Primary Responsibilities:
  • Quickly understands the overall business strategy, to analyze the business processes to develop technical solutions to support the business strategy
  • Direct the strategic planning and management of enterprise-wide, large-scale clinical strategic initiatives by providing direction and leadership for team members
  • Works closely with other groups to coordinate plans and activities including coordination to facilitate specific development projects that involve legacy applications, data warehouse, external interfaces, the coordination of software upgrades and the installation of new products
  • Develops functional, market level, and/or site strategy, plans, production and/or organizational priorities
  • Determine when resource, technology and/or application constraints warrant change to the solution design, and modify the conceptual design accordingly
  • Contribute to/review SOWs/RFPs and make recommendations for improvement to ensure applicability/comprehensiveness
  • Serves as IT application Owner for Capital Portfolios. Ensures IT cost is supported by business value delivery. Accountable for identifying needed IT resource roles, partners with the business sponsors to champion the demands to become projects. During funding year, partners with the business on strategy, program charter, scope, and value
  • Maintain awareness of current business and industry issues/trends, and incorporate into enterprise architecture designs as appropriate
  • Provide ad hoc consulting in applicable areas of expertise
  • Identifies and resolves technical, operational and organizational problems outside own team
  • Ensures departmental operations, policies and procedures are compliant with health plan standards, accreditation standards and state/federal regulatory agencies
  • Predict emerging customer needs and develop innovative solutions to meet them
  • Evaluate the team and its members’ level of performance to establish the delivery of top tier services and products to the client
  • Work with key members of other departments to facilitate internal and external processes
  • Recognize and identify potential areas where existing policies and procedures require change, or where new ones need to be developed, especially regarding future business expansion
  • Develops and implements operational and support standards, policies and procedures and ensures compliance
  • Participate in various teams, committees and meetings at any level required to maintain business necessity
  • Reviews work for compliance within the established architectural and development guidelines
  • Collaborate with the executive team and key stakeholders to further organizational development to meet the changing needs of the organization
  • Participates in maintaining department budgeting, scheduling and staffing
  • Collaborate with IT management, IT application developers, WellMed’s project office, and the release management team to ensure development and implementation of software applications meet business needs while maintaining system service levels
  • Manage and lead a variety of technical staff, including consultants. Writes and conducts evaluations, develops and implements performance plans, mentors and provides overall guidance to his/her direct reports
  • Performs all other related duties as assigned
Required Qualifications:
  • Bachelor’s degree in Finance, Business Administration, Computer Science or related field required (8 additional years of experience beyond the required years of experience may be substituted in lieu of a bachelor’s degree)
  • Five or more years of building, managing and supporting IT applications in a mid to large size business environment
  • Two or more years of experience managing a cross-functional team in a highly complex environment
  • Five years vendor relationship management including vendor feeds, version management and vendor contractual negotiations
  • Ability to transform complex technical topics into understandable concepts for business users and ability to communicate business requirements to a technical audience
  • Excellent analytical and problem solving abilities
  • Ability to effectively prioritize & multi-task in high volume workload situations
  • Experience working in a Medicare, health plan, physician group, or hospital environment
  • Experience with electronic medical records, managed care and healthcare information exchange technologies
  • Strong management level background and experience operating in a large matrixed environment dealing with physicians as well as all other types of healthcare professionals
  • Able to synthesize large complex issues and carry them forward to specific deliverable solutions
  • Experience working with geographically dispersed teams including offshore
  • Ability to review, critique, and perform analysis and design of systems and/or programs
  • Strong knowledge of HIPAA, Legal & Regulatory Requirements
  • Understanding of capital funding process, ability to create/manage cost benefit analysis
  • Experience with various system development lifecycles such as waterfall, RUP, and agile methods
  • Strong verbal and written communication skills, with the ability to interface effectively with all levels of staff, including sales agents, internal\external customers and senior management teams
  • Proficiency with Microsoft Office applications to include Word, Excel, PowerPoint, & Outlook

Preferred Qualifications:

  • Eight or more years of building, managing and supporting IT applications in a mid to large size business environment
  • Eight or more years of experience in developing requirements and performing system analysis
  • Eight or more years of experience managing a cross-functional team in a highly complex environment
  • Five years Product Management experience
  • Five or more years of experience of major systems implementation
  • Strong working knowledge of MS Office Suite, Service Now, Project Management Software, HP Quality Center or other comparable tools
  • Experience working with a structured application development process in the health care industry
  • Experience with change and release management best practices. ITIL certification preferred
  • Demonstrate strong clinical experience and understanding of clinic workflow
