Primary Responsibilities:

  • Develop state relationships to identify and accelerate opportunities for Medicaid and dual-eligible program development. Develop State relationships focused on key executive and legislative branch leadership and policy leaders (incl. Speaker and/or Senate President, key committee leadership – appropriations, health care, Governor’s office, Medicaid or DHS departments and budget office)

  • Perform policy analysis and/or model design, in conjunction with divisional senior leadership and local executive directors, to match UHC Community & State capabilities to state needs.  Program design should rely on a thorough analysis of a state’s health care and long term care environment (e.g. current programs, demographics, political environment and budget strategies) and other state’s experiences to develop policy recommendations. These recommendations should fit within the States goals for its Medicaid, health care and long term care programs

  • Lead local joint development project teams to ensure adoption of new programs, develop new market opportunities and advance policy change within key states including product development, policy research, lobbying and legislative monitoring, presentations, cost modeling, stakeholder consensus building and proposal writing

  • Develop new strategy for new markets, expansion and new program opportunities.  Lead feasibility and financial analysis regarding market opportunities using state and federal data, competitor assessment, and internal operating assumptions.  Provide support for new program/product implementation

  • As part of the overall program development effort, develop a state legislative strategy to advance Medicaid and health care reform. These activities include regulatory analysis, legislation, monitoring and lobbying to create new legislation.  Coordinate our public relations effort to assist in significant policy development

  • Develop strategic relationships with key “thought” leaders, key industry and provider groups, and advocates.  Assist lobbyists with political activities including determining outreach efforts and contribution strategy if applicable
