Primary Responsibilities:

This critical position is equal parts: reporting compliance; discrepancy reporting and resolution; project management; and data analysis. With the introduction of the multiple programs under the ACA (affordable care act) legislation, the compliance and reporting requirements of the Company have increased exponentially. This position will ensure that the various reporting requirements are fulfilled accurately, completely and timely. The function will be the hub for information flowing from the functional organizations within the Company to and from the various Federal and State departments requiring the reporting.

Primary Responsibilities:
-Coordination of numerous monthly, quarterly and annual submissions of files and reports to and from Health and Human Services (HHS) and States including: HHS Risk Adjustment discrepancy reports; Cost Sharing Reduction Reconciliation Reports; MLR; etc.
-Act as the lead for the commercial Risk Adjustment Data Validation (RADV) audit. Coordinate with source systems to obtain Demographic and Enrollment screenshots and supporting data files, manage daily activities with the Record Retrieval vendor and Initial Validation Auditor (IVA) vendor regarding medical record file preparation, secure transmittal of files, quality review, troubleshooting and resolving issues. Work with contracted staff to obtain and code medical records from providers.
-Enrollment and claims baseline reporting to HHS
-Acts as lead for annual Cost Share Reduction reconciliation in partnership with Accounting, Exchange team, and technical resources.
-Act as the main liaison between internal functional organizations and HHS and/or States to track completion of tasks, status of issues and final resolution.
-Coordinate and complete the registration of various processes and functions with HHS, including registering issuer IDs, Data Servers, Treasury Banking Templates, etc.
-Act as project manager on cross-functional operational and financial projects required to meet the expanding requirements of the ACA programs.
-Provide leadership and expertise to implement and enhance the internal control environment surrounding these programs.
-Assist in the preparation and review of the MLR and HHS Premium Stabilization program annual reports.

Required Qualifications:
-4 year degree required
-3+ years of professional healthcare insurance industry experience to include data analysis experience
-Project management and organization skills to manage multiple tasks and processes across 125 or more reporting entities
-Intermediate Excel (pivots and lookups) skills to efficiently manipulate data for RADV audit sample files, medical record /provider files, baseline files, etc.
-Intermediate understanding of systems and data
-Creative problem solving skills
-Communication and interpersonal skills to act as the focal point for communication between internal functions and external agencies.
-Leadership skills to properly drive projects cross-functionally throughout the organization.
-Agility to manage and re-act to an evolving and dynamic reporting environment.
Preferred Qualifications:
-Experience with compliance and regulatory requirements
-An internal controls background to identify opportunities to implement and enhance new or existing processes.
-Compliance and audit experience
-Financial analysis experience
