Description HR Country Manager – Bulgaria



We have an exciting newly created role for and experienced Senior HR professional who will be the HR subject matter expert for Bulgaria. The role will generally cover HRCM activities and on occasion HR related projects. This role has been created to support a significant headcount increase in Bulgaria due to a successful M&A deal, so experience in ensuring full compliance during the process and a smooth transition after day 1 will be required.

Suitable candidates will be Local HR expert on employment law and indepth cultural knowledge.



**Roles and Responsibilities:**

Responsibilities include:



Responsible for legal compliance, M&A support, policy and program implementation.

May be required to recruit and supervise HR Country Specialists

Responsible for the labour relations environment in country, managing relationships with local Works Councils, Unions and other employee representative bodies, both internal and external to AT&T. Working with these bodies to facilitate business related changes/restructuring, often involving time consuming and complex negotiations.

Would handle individual in country issues (such as grievances or disciplinary cases) for one or more countries.

Responsible for the implementation of complex policies and programs for one or more countries.

Would need to ensure any new policies are legally compliant with amendments made to the policy when necessary.



**Key Competencies and Skills:**

Requirements:



Previous extensive experience in a similar role in HR in Bulgaria

Has expertise in country talent management, compliance and market practices

The candidate must be resilient and a quick thinker when facing difficult Work Council, Union, employee meetings etc.

The person is also expected to advise with clarity and confidence on how to address HR related issues in their respective countries. Political awareness and interpersonal sensitivity are therefore critical attributes.

Recognizes complex problems, applies creativity, judgment to collaboratively generate solutions, based on analytical skills and business knowledge.

Can contribute improvements to existing processes and systems.

Should have an advanced knowledge of employment law.



Candidates must:



Bulgarian native speaking and fluent spoken and written English

Possess a University degree preferably on HR and/or Law

Minimum experience required to perform the position : 8 years

Previous experience within an International Organisation
