This is a Medicaid Leadership opportunity in California with a proposal to support large scale projects aligned to the effective and efficient delivery of services centered on payment of fee-for-service claims, provider and member relations, drug rebate, pharmacy operations support as well as other related services necessary to support the health care delivery. Candidates must be comfortable pursuing a permanent role that is contingent on future award status with client.


In this dynamic technology leadership role, you will provide leadership, guidance and accountability and for the performance of managers and/or senior level professional staff. As an Implementation/Takeover Director, you will manage leading edge technologies and elite teams to drive and manage high-quality execution and operational excellence, delivering technology solutions, meeting business needs, and maximizing customer experience, growth and retention. Your strategic vision, tactical excellence and consultative skills will enable others to resolve business problems that affect multiple functions or disciplines, and ultimately, the lives of millions. The Implementation/Takeover Director role is the principal management lead, responsible for Takeover of all Business Services and Information Technology Services required in the SOW for the contract.

 Primary Responsibilities:  

  • Ensure close alignment between all stakeholders, from initiation through closeout, of all Takeover activities required to assume Operations
  • Adhere to project management requirements
  • Serve as a subject matter expert to internal stakeholders on specific implementations topics/issues - collaborate with internal leaders and external business partners to gain understanding of their business needs and adapt departmental plans and priorities to address business and operational challenges
  • Lead change and innovation - pursue opportunities to adopt new technologies and drive adoption to enhance business outcomes - drive and mange high-quality execution across organizational lines
  • Communicate with impact - influence and negotiate effectively with all internal and external stakeholders to achieve win-win solutions that advance organizational goals
  • Provide leadership, guidance, team direction, problem resolution and accountability for the performance of managers and/or senior level professional staff
  • Leverage diversity and inclusion to bring in the right talent, drive employee engagement and foster teamwork and collaboration
  • Manage and ensure compliance with structures/processes/technologies
  • Grow and maintain knowledge of and leverage industry/marketplace technologies and trends
  • financial knowledge to influence forecasting and financial planning activities
  • Participate in vendor contract negotiations to ensure optimal service delivery and cost controls (e.g., SLAs, vendor discounts) and monitor/manage vendor performance to ensure compliance with contract terms/conditions and deliverables
  • Demonstrate integrity and ethical behavior by complying with applicable laws, regulations and policies and requiring the same from others  

Required Qualifications:

  • 5+ years lead management experience in the transfer of responsibility for an MMIS, managed health care services solution, large government organization, or private sector healthcare payer existing (legacy) system valued at $20 Million+ from an Incumbent Contractor to a Successor Contractor
  • Client facing experience
  • Experience with project management methods and standards based on the Project Management Institute (PMI) Project Management Body of Knowledge (PMBOK), and industry best practices
  • 10+ years of implementation experience
  • 5+ years leading teams (at the director level) and managing implementations in a large, enterprise matrix reporting relationship environment
  • Excellent verbal, written and presentation communications skills
  • Bachelor’s degree in Healthcare Administration, Business Administration/Management, Finance, or a related field
  • Prior experience leading distributed teams
  • Willingness and ability to travel up to 100% of the time during implementation

Preferred Qualifications: 

  • PMP
  • Health care industry experience
  • Graduate degree
