This candidate will be part of a 40 person team made up of Project Managers, Teradata and Web Developers, Data Modelers, DBAs, Business Analysts and Report Analysts.  This candidate will be working with the customers (Michigan Department of Health and Human Services) in all aspects of the Software Development lifecycle, including project scoping, solution design, and implementation.  This candidate will meet with users to define requirements for various projects; utilize the standard SUITE methodology; create design specifications and then follow the project through implementation. They will also be responsible for helping the technical and business teams with project-related formal documentation.  As a senior analyst, this candidate will also be responsible for leading projects, tracking and reporting project status, project planning, coordinating activities across teams, serving as liaison between business and technical teams and mentoring other team members. 
Required Qualifications:
  • 5+ years Project Lead, Technical Business Analyst or Data Analyst experience preferably in a Data Warehouse project environment
  • 5+ years working with end users/customers to understand and develop functional and technical requirements for technical solutions to meet business needs
  • 5+ years working with technical developers to strategize solutions to align with business requirements
  • 5+ years Data Integration and Interoperability experience
  • 3+ years Master Data Management experience
  • 3+ years performing data cleansing and analysis in a health care environment
  • 3+ years working with relational databases/database structures
  • 3+ years coordinating project delivery activities with cross functional teams
  • 3+ years facilitating customer requirements gathering meetings/sessions/JAD Sessions
  • 3+ years analyzing project requirements and developing detailed specifications
  • 3+ years with Requirements Traceability
  • 3+ years with Use Case Design and Analysis
  • Bachelor’s degree or equivalent work experience
Preferred Qualifications:
  • Experience with the State of Michigan PMM/SUITE methodology
  • Experience with Agile methodologies
  • Previous experience working with the Data Modelers and developers, facilitate modification of the logical design to create a physical design most suited to the reporting needs of the customer
  • Ability to design applications taking into consideration data reconciliation, (to the source system) query/reporting performance, and analytical business value.
  • Meet with users for clarification and elaboration as may be necessary to clearly define a problem and conceptualize a development plan.
  • Recognize, gather, correlate, and analyze facts, draw conclusions, define problems, and devise solutions and alternatives and make appropriate recommendations.
  • Business Analyst experience in a state government environment
  • Medicaid/Medicare or Healthcare industry experience
  • Experience with Teradata SQL Assistant
  • Experience with Data Cleansing
  • Experience facilitating meetings and providing presentations to customers and senior leaders
