Position Description

UnitedHealth Group is developing an exciting new technology platform that will enable health plans and clinical practices to better leverage the value of patient health data.  This platform will have a transformative impact on UnitedHealthcare, Optum, and the whole healthcare industry driving better treatment decision support, higher clinical quality, a reduction in treatment variation, fewer gaps in care, and improved affordability.

UHG is seeking an experienced leader to direct technical operations and support for this new Clinical Data Hub technology platform.  Key users of the systems include UHC and ACO organizations in support of ACO clinical transformation – and the user base will ultimately include consumer access.  This leader will understand and leverage the new platform capabilities and technology, business objectives, expected service levels, and business/clinical work flows --- so as to then build and direct teams to conduct associated Clinical Data Hub Tech Operations, Tier-2 Support, and Data Quality Operations.  Advocate for support and operations of the new platform, structure change management for the platform, and serve as the key technical leader during times of system performance degradation or when working through operational issues that require immediate action.  Lead an employee team, and leverage Optum Global Solutions and other teams as appropriate to ensure the continued operational success of the platform.

Primary Responsibilities:

  • Accountable to Clinical Data Hub management to manage Technical Operations and System Support for the CDH
  • Build and Manage a set of teams focused on System Technical Operations, Level-2 System Support, and Data Quality monitoring and triage
  • Represent the Technical Operations of the CDH to other senior leaders within the Clinical Data Hub (e.g. Product and Build teams).  Be the voice of system integrity and continued-operations.  Provide senior input into system changes, representing the Technical Operations point of view.
  • Setup and lead incident and problem management processes
  • Maintain and communicate service level status of the Clinical Data Hub and related systems
  • Represent and take a DevOps approach as appropriate, and integration with related teams, including other enterprise support teams
  • Understand and ensure adherence to enterprise technology standards (e.g. enterprise configuration and metadata, support and change groups/queues, system attestations, etc.)
  • Support deployment, rollout, and business continuity planning and activities
  • Bring people together to meet common goals using facilitation, negotiation and influencing skills – especially in stressful times such as during times of system performance degradation or data quality issues
  • Leverage your excellent oral and written communication skills including facilitation, influencing and negotiation to build and advance collaborative relationships with business partners, product managers, peers, and customers

Required Qualifications:

  • Undergraduate degree in an applicable area of expertise

  • 10 or more years of experience across Program|Project management or Departmental leadership roles in IT Solution Delivery and Operations

  • 4 or more years of experience leading teams accountable for Support, Maintenance, or Technical Operations functions

  • Experience leading geographically-diverse teams including employee, offshore, and contractor resources

  • Experience leading others in the use of enterprise change, release, and deployment management processes

  • Experience with clinical applications or data – such as EMR, HIE, or similar provider or clinical systems

  • Experience with core payer systems or data – such as claims, eligibility, or member-support systems

  • Experience supporting cross-entity / B2B data integration or operations

  • Experience with Data Quality processes and techniques

  • Knowledge of Security, Privacy, and PHI/PII concerns

  • Prior experience communicating complex technical issues to senior leaders - put into understandable terms for key stakeholders and customers

Preferred Qualifications: 

  • ITIL certification(s), especially in Service Operations

  • Experience with UHG support processes

  • Experience with UHG enterprise infrastructure and technologies
