Manager, Business Systems Analysis and Design

ADP is looking for a Manager of Development Applications for the Statutory Analysis and Design Team. The manager provides a significant impact to ADP's tax reporting and compliance requirements as applied to the AVS Tax System. The Manager will lead a team of business systems analysts at different levels who analyze tax reporting, statutory and compliance items for ADP's Tax system.

Job Description:

This position will require a qualified, high energy candidate to manage the function of the AVS Development Tax Statutory Analysis team. The individual must be a self-starter who performs and manages the day-to-day duties required to administratively and functionally lead a team of Business Systems Analysts who work on statutory and compliance changes.

This qualified candidate must be capable of working under minimal supervision while managing a workload that peaks around quarter-end and year-end boundaries. This position requires management reporting on status via metrics of statutory items including coordination of a statutory roadmap. Overtime and vacation blackout periods will be required as necessary to ensure the statutory compliance of the tax system.


  • Oversee, review and prioritize the workflow of incoming statutory, compliance and legal changes and defects to determine their business and systems impacts to the system. This will require obtaining knowledge of the AVS Tax system and becoming familiar with the applicable open systems products.
  • Work with Management of various internal associates from the business teams, product management, program management and scrum teams to coordinate the development activities associated with maintaining and updating the statutory system. This will require gaining a thorough understanding of the analysis, development, testing and deployment activities of the organization.
  • Provide guidance to feature development teams with regard to statutory business issues that might potentially influence system design or workflow decisions.
  • Serve as a point person for inquiries on statutory and system issues from business stakeholders, field support personnel and others.
  • Assess opportunities for business process flow improvements and make recommendations for change.
  • Attend cross functional statutory meetings that include but are not limited to Agency Relations, Corporate Tax Research Watch List, Document Reviews, Stakeholder and Support meetings.
  • Participate in and delegate statutory production support issues by working closely with the Support, Maintenance and Triage Teams.
  • Manage Year End Statutory Activities by closely working with business groups, Support, Agency Relations, Corporate Tax Research and compliance development teams.
  • Work with Product Management as needed to understand product direction and strategy as it pertains to statutory features.
  • This is a Pasadena, CA based position and is required to report into the office (not available for home shoring)
  • Travel as necessary as required by job duties


  • Bachelor's degree or greater in Business/Information Systems/Computer Science or equivalent work experience.
  • Strong written and verbal communication skills.
  • Ability to effectively communicate with all levels of management.
  • Strong facilitation skills.
  • Ability to lead geographically dispersed cross-functional teams.
  • Prior experience as a business systems analyst within an IT environment.
  • Must be able to define, elaborate and document business requirements.
  • Strong leadership skills.
  • Strong ability to prioritize time sensitive work items.
  • Ability to effectively multi-task in an agile, fast paced environment.


  • Familiarity with federal, state and local wage and tax reporting requirements
  • CPP a plus
  • Exposure to and/or knowledge of ADP regional practices and/or application systems a plus
  • Tax background with subject matter expertise around tax compliance
  • Prior Agile/Kanban Experience
  • Project Management Experience a plus

PREFERRED QUALIFICATIONS: Preference will be given to candidates who have the following

  • Working knowledge of AVS Tax Mainframe Applications.
