Are you a manager and subject matter expertise in project management, scope definition, risk identification, methodology and resource allocation or facilitation? Lead and mentor a team on strategic initiatives crossing business teams and operating groups as a Manager of Project Management to coordinate and complete projects, define performance and results and manage vendors and service providers. Managers will determine time frames, funding needs, procedures for accomplishing project, staffing requirements, allotment of resources to various phases of projects and lead others in the organization to make meaningful process improvements. Developing business plans and cost benefit analysis for assessment by Regional / Senior Leadership is required. You'll investigate non-standard requests and problems, makes presentations to senior leadership, ensure project documentation is accurate and ensure projects are completed on time and within scope. Pertinent data and facts will be reviewed to identify and solve issues and mitigate risks, prioritize your work load and work on ad hoc projects as assigned.

The Program Director is responsible for the development and operational oversight of EAP and Work / Life product and solutions for the Federal & Military markets. This includes developing, implementing and overseeing product and service development standards within a highly regulated and specialized customer group. Aligns the organization’s EAP philosophy and product strategy to meet customer needs and drives best-in-class innovation and consistency in the delivery of EAP services. Anticipates department’s future needs in all areas of responsibility and strategies with EAP and Prevention leadership as well as other stakeholders regarding methods, processes and systems to meet ongoing performance standards and demands of business growth. Works in collaboration with Growth, Operations, IT, Marketing, etc., to drive new product development and service innovations that drives improvements in both top-line and bottom-line performance.

Primary Responsibilities:

  • Lead and oversee program management including creation, development, implementation and proactive solutions to trends, customer needs and ongoing issues for large, complex and strategic business opportunities with new and existing customers within a niche Federal / Military market

  • In support of FOH, develop B2B strategy and market expansion of existing product portfolio to other federal entities

  • Serve as a representative for product development on solutions building team for bids. Identify and account for impacts to downstream profitability and resource needs

  • Guide and champion account management for significantly large customer populations and contracts within the Military and Federal market. Accountable to integrate regulatory requirements into business operations and product offerings

  • Oversee budget, ROI, including direct and indirect costs, and product line profitability

  • Lead the strategic direction and implementation of this new customer market

  • Build relationships across UHC with key matrix partners and forge agreements for production and synthesis of information and process owners

  • Directly responsible for creating efficiency and eliminating waste from the system

  • Review product performance against expectations and facilitate or influence changes to product portfolio to improve competitive position and optimal product performance

  • Partner with the Growth Office to source, research and analyze the market and understand the Federal / Military market size, segments, prospects and buyers

  • Execute product delivery to ensure alignment with Optum & UHG business units to achieve seamless execution and service delivery

  • Oversee performance metrics, management data and accurate revenue targets within product plan responding to revenue and profit budget variances

Required Qualifications:

  • 10+ years of health care administration experience

  • 5+ years of experience in the management, development and marketing of multi-state EAP programs

  • Must have or be eligible to obtain Certified Employee Assistance Professional (CEAP) certification

  • Supervisory experience, participative management and teaming building experience and capability

  • Demonstrated ability to lead change, effectively identifying and managing key stakeholders for successful change efforts

  • Ability to effectively foster and manage key customer relationships, engaging strategically to build partnerships and deliver innovative solutions

  • Demonstrated consulting experience with customers on EAP, Work/Life, or related product, procedures and operational effectiveness

  • Ability to work effectively with all levels of management, human resources, employee relations and business organizations

  • Ability to travel up to 75%


Preferred Qualifications:

  • BA / BS degree in Accounting, Finance, Business or related field and/or equivalent education and experience

  • MBA

  • Experience with Governmental / Military client groups or regulatory environment

  • 5+ years of project management experience

  • 5+ years of experience in tracking, planning projects, working with large data sets and making data driven analytical decisions

  • 3+ years of supervisory experience

  • Actively pursuing PMP Certification

  • Intermediate level of proficiency with MS Project, Excel, Visio, PowerPoint and SharePoint

  • Demonstrated ability to communicate ideas clearly and concisely

  • Excellent time management, organizational, and prioritization skills and ability to balance multiple priorities
