**POSITION SUMMARY**







+ Design and implement strategies / plans / programs to accelerate market access of Pfizer products and achieve optimum business returns in Singapore market, in terms of product pricing, tender excellence, portfolio selling/offering, product visibility and uptake, specifically for evolving HTA market environment.



+ Partner with customers and stakeholders (i.e. ACE, corporate insurers, and Cluster Health systems and other relevant payers, etc) , as One-Pfizer to develop win:win solutions and explore alternative access and evidence based cost-sharing models with payers to improve the access environment and enhance access for Pfizer medicines



+ Lead on engagements with ACE, Singapore`s HTA body to help facilitate and expedite the evaluation process and provide dossiers with improved alignment to ACE requirements, a better understanding of HTA models employed, and mechanisms to provide feedback on the technical insufficiencies if any.



+ Be the critical link between Pfizer commercial team and external stakeholders in Singapore in developing partnerships, collaborations and joint initiatives as part of business support and patient access to medicines.







**POSITION RESPONSIBILITIES**



HTA







+ Develops and leads Pfizer Singapore health technology assessment (HTA) capability / expertise.



+ Develops best practices in HTA protocol / SOP for Pfizer Singapore.



+ Applies advanced knowledge in HTA to protect key Pfizer businesses (with special focus on Oncology & Vaccine) against Singapore Government price control measures.



+ Applies expert HTA skillset to contribute to the achievement of yearly Operating Plan targets for Pfizer businesses.



+ Applies expert technical capability in HTA to develop access approach to manage HTA implementation by Agency for Care Effectiveness (ACE) - Singapore's national HTA agency.



+ Interprets evolving HTA environment to recommend best practices to support Pfizer business revenue in Singapore.



+ Creates an innovative environment for HTA understanding, processes and methodologies based on comprehensive specialized knowledge.



+ Makes decisions in the setup / utilization of HTA skillset and capability for Pfizer Singapore.



+ Operates independently in the HTA expertise domain and supports Pfizer businesses to deliver its objectives



+ Become a HTA resource person for Pfizer Singapore



+ Self-initiate and pursue new business opportunities in Singapore HTA environment for Pfizer businesses (especially PIH brands in public sector business).



+ Develops and takes responsibility of patient access/assistance programs for Pfizer Singapore (especially PIH brands).



+ To source, interpret, generate and disseminate high quality Health & Value information in a timely fashion to direct and support the busines related to all HTA activities.



+ To influence and shape HTA policy in terms of methods and processes. Provide timely input into HTA consultations on methods and processes. Proactively influence HTA policy via SAPI and Pfizer specific activities







Market Access







+ Explore and assess different target customers (e.g. corporations, insurance members, workers in specific occupations, etc) for innovative access strategies



+ Address challenges from evolving macro environment (e.g. anticipate key trend of environment and analyze organizational implication in order to prepare for environmental changes, provide a strategic platform to BUs based on a comprehensive understanding through relevant long-term market access strategy).



+ Execute market access strategy with target of maximization of business opportunity (e.g. lead collaboration with cross functional and cross BU teams, review product value dossier with relevant clinical and economic data, supervise pricing and market access operations).



+ Partner with key stakeholders like newly established "Office for Healthcare Transformation" under MoH to develop win:win solutions and explore alternative access and evidence based cost-sharing models with payers to improve the access environment and enhance access for Pfizer medicines



+ Lead on Real World Data efforts for one-Pfizer Singapore aligned with the market access strategy







Pricing







+ Develop and lead Pfizer Singapore pricing strategy and develop best practices in price optimization for both PEH and PIH Pfizer Singapore.



+ Develop suitable solutions for optimum business revenue / returns (e.g. competitive product pricing, tender excellence, portfolio selling/offering, product visibility and uptake, etc).

+ No direct reports



+ This role will work very closely with the Corporate and Public Affairs Lead







**EDUCATION**







+ Degree in Business, Economics, Law, Marketing, Science, Pharmacy and/or health related field.



+ A Master degree is an advantage.







**EXPERIENCE**







+ Minimum of 10 years experience in a similar role in healthcare / pharmaceutical or relevant industries with at least 5 years in a managerial capacity.



+ Excellent understanding of overall healthcare industry, pharmaceutical market environment, pricing policies, pharmacoeconomics will be essential.



+ Excellent understanding of HTA and pricing decision-making process, health economics gained through experience in intensive payer communications / negotiations will be essential.



+ Qualification in Economics, Health Economics, Outcomes Research or Evidence Based Medicine (EBM)



+ Good understanding of government stakeholders and customer needs for Outcome Research and EBM data



+ Knowledge and experience in public healthcare policy making process and healthcare initiatives will be essential.



+ Knowledge and experience in market access work for healthcare / pharmaceutical sectors will be essential.



+ Understanding of private pharmaceutical market dynamics will be essential.



+ Working experience as market access lead or manager in healthcare / pharmaceutical sectors will be essential.



+ Exceptional oral and written communication skills with fluency in English required



+ Working experience as market access director or manager in healthcare / pharmaceutical sectors is an advantage.



+ Possess a business-oriented mindset with innovative approach in strategic thinking.



+ Able to handle multiple projects simultaneously and adapt to a fast-changing environment.



+ Able to work collaboratively across functions and business units.



+ Able to work independently as an individual contributor and also excel in a matrix organization as a team player.
