Position Description

The Operational Portfolio Manager  will manage a portfolio of projects and programs within Optum Technology and provide day to day operations support to manage financial and resource demand/capacity for the portfolio.
Primary Responsibilities:
  • Manage a portfolio of large programs/projects: $15M - $30M
  • Direct supervisory responsibility for  5-8 RTE, PM’s
  • Day to Day operational support for about 150-200 FTE’s to manage demand/capacity
  • Track, Report on MBO’s for programs/products  in the portfolio
  • Deep understanding of managing capital and expense budgets, approvals thru capital committees.
  • Support Program and IT Department forecasting thru budget forecasting cycles.
  • Plan & Mange commercial product development Programs/projects using Agile (SAFe) methodology.
  • Have deep understanding of other project life cycles including waterfall and how to manage dependencies between Agile Scrum teams and waterfall life cycle projects.
  • Have a clear understanding and support Initiation phases of programs including capital & technology committee presentations for the program.
  • Drive solutions to unique and complex problems with broad impact on the business
  • Facilitate/Participates in the development of delivery strategy.
  • Predict emerging customer needs and facilitate developing innovative solutions to meet them
  • Facilitate ongoing key stake holder communication between Business, Finance, Operations, Product & Delivery teams.
  • Play the role of Scrum Master / RTE (Servant Leader) as required on projects.
    • Facilitate Scrum ceremonies as required
    • Manage scrum of scrum calls.
    • Plan/track all external team dependencies and help resolve bottle necks
    • Plan / support all Agile releases deployments including any alignment/approvals required for deployments of external dependent applications/products.
  • Be well-versed with budget (capital & expense) management process and life cycle.
    • Develop and maintain a resource/workforce plan that aligns with allocated budget.
    • Manage changes/approvals in accordance with program/business steering committees.
    • Participate/ support departmental forecast process as required.
  • Understand and support MBO Metrics tracking / reporting.
  • Identify the key stake holders and manage the expectations of key stakeholders and take their support to help resolve bottlenecks.
  • Support weekly / monthly status reporting to key stake holders
  • Translate highly complex concepts in ways that can be understood by a variety of audiences
  • Influence senior leadership to adopt new ideas, products, and/or approaches.
Required Qualifications:
  • Bachelor’s degree in applicable area of expertise or equivalent experience
  • 10+ years of Project Management experience in a large enterprise environment (Fortune 200)
  • Experience supporting program capital management life cycle
  • Strong financial forecasting / tracking and workforce planning skills on large programs
  • Experience managing technical or PM resources
  • Moderate-expert proficiency with MS Project, MS Power Point, and Excel
  • Solid analytical, problem-solving and financial analysis skills
  • Ability to build and manage relationships across a large enterprise
Preferred Qualifications:
  • Finance or Engineering graduates would be preferable
  • 5+ years of technical experience in one or more aspects of Information Systems Development or Business / Information Systems areas
  • Professional PM or Agile methodology trained
  • Proficiency in computer software such as Rally (CA Agile), PlanView, CA Clarity (PPM Optics)
  • Agile Scrum certification/s
  • Strong Agile/Scrum working experience
  • Experience with agile maturity transformation of teams eg: CICD, ATDD, Dev Ops and Test automation.
  • Health care insurance background is a strong plus
  • Process implementation & re-engineering
  • Very strong understanding of Cloud technologies & architecture
  • Developing & tracking strong business cases  & cost benefit analysis
  • Strong cross functional and enterprise program delivery experience
  • C-level interface and presentation skills
  • Ability to influence decisions from top down and bottom up
  • Big 4 or Professional Services experience
