Position Description

The Privacy Officer is the principal manager with responsibility for ensuring adherence to the Contract’s Privacy Office provisions, including, but not limited to, all State and Federal laws pertaining to Privacy. The Privacy Officer will work directly with DHCS’s Privacy Officer to ensure alignment with DHCS standards and policies.  The Privacy Officer is designated as “Key Personnel” and shall have full-time, direct responsibility for all Contract required activities and is fully dedicated to. The position will be located in the Medi-Cal Operations Center (MOC).  This position reports to Optum’s Chief Privacy Officer, but will have a strong dotted line and also take direction from the Contract's Executive Director.

This is a Medicaid Leadership opportunity in California with a proposal to support large scale projects aligned to the effective and efficient delivery of services centered on payment of fee-for-service claims, provider and member relations, drug rebate, pharmacy operations support as well as other related services necessary to support the health care delivery. Candidates must be comfortable pursuing a permanent role that is contingent on future award status with client.


Primary Responsibilities:

  • Develop, manage and implement a privacy program
  • Conduct annual privacy risk assessments and implement an annual plan to address key risks identified
  • Conduct privacy product assessments, including Privacy by Design
  • Review, process, and respond to patient individual rights requests, where appropriate
  • Conduct privacy incident investigations and facilitate management of privacy incidents, if necessary
  • Facilitate delivery and where necessary development of a privacy training and awareness program
  • Oversee and review operational privacy policy and procedure development as needed and draft policies, checklists and other guidance for our businesses as appropriate
  • Deliver privacy reports / updates to business and Optum privacy leadership
  • Partner with Enterprise Information Security for technology and security solutions implicating privacy
  • Provide input to Optum’s strategic goals in the area of privacy management
  • Stay current with industry best practices


Required Qualifications:

  • Formal education equivalent to a Bachelor’s degree in Public Administration, Business Administration, or a related field. Additional management experience may substitute for the degree on a year - for - year basis
  • 5+ years’ experience in corporate privacy activities that includes overseeing the establishment, implementation, and adherence to corporate policies on patient privacy, confidentiality, and release of patient information
  • Exceptional written and verbal communication skills
  • Superior analytical, organizational and problem solving skill

Preferred Qualifications:

  • Certified Information Privacy Professional (CIPP) or similar designation
  • Experience with highly - matrixed functional areas, business segments, and external companies
  • Proven ability to think strategically and to translate strategic directives into tactical initiatives
  • Proven ability to focus on the customer, client, and patient, and demonstrated responsiveness
  • Health care industry experience
  • Adept at understanding complex concepts and situations presented by the business environment
  • Ability to assess complex problems and provide the appropriate compliance and privacy solutions
  • Objective, collaborative approach. Ability to adapt in a dynamic and high-growth environment
  • Exceptional written, verbal, analytical, organizational, problem solving and presentational skills
