Description Seeking a candidate to fill the Program Manager (PM) position to assist a forthcoming Intelligence Community contract to support government customer's network/transport services environment.

The PM will provide oversight to a 100+ FTE program with several Key lead positions (e.g., Deputy PM, Chief Engineer, Chief Architect) and potentially multiple ongoing projects.

+ Candidate will be responsible to initiate, plan and execute activities for delivering products and services to satisfy program and customer specified requirements within the negotiated cost and schedule.

+ They will have overall responsibility for financial management, methods and staffing to ensure technical and managerial requirements are met, as well as work with senior customer management to conduct negotiations.

+ The PM has full authority to act for for the Contractor on all contractual and financial matters relating to the execution of the contract and is the single interface to customers on technical matters regarding the program, products and services germane to the contract.

+ The PM must be customer-service and goal oriented, with excellent oral and written communication skills, as well as an ability to communicate and work effectively with other contractors and Government personnel. The candidate must have an understanding of, and experience with, managed services approach to include execution of Service Level Agreements (SLA) for networking and Transport-type telecommunications services.

+ The PM must effectively use plans and strategies to lead a diverse, multi-contractor team in developing, defining, and implementing cohesive, integrated program that achieves the overall current and long term objectives of the customer as well as the company.

+ The PM will be expected to support the Capture/Proposal for the opportunity; help with pre-award project stand-up activities, and upon award have overall execution responsibility

+ Bachelor's or advanced Degree in a technical field including Program Management or related discipline with at least 12 year of IT or Telecommunications/Networking PM experience.

+ Demonstrated knowledge in leading the Operation and sustainment of IT or Telecom program (e.g., wired and wireless LANs/CANs/WANs, satellite or mobile background) and associated equipment on multiple networks and security domains.

+ Demonstrated knowledge in leading the Operation and sustainment of ITIL based Service Strategy, Design, Transition, Operations, and Continual Service Improvement.

+ Must be able to establish and assure adherence to budgets, schedules, work plans, and performance requirements; ability to track work accomplished to baseline plans and identify issues, track progress; follow through on effective corrective actions based on data analysis and trends; proficient at understanding and analyzing program financial data; skilled in communicating issues, impacts, and corrective actions on programs to internal and external representatives; and demonstrated verbal and written communication skills. Project Management (PMP or PgMP) or DAWIA III or equivalent certification. ITIL V3 professional certification with operational experience.

+ At least 5 years recent experience running like programs within an Intelligence Community agency.

Required Clearance: An active, current Top Secret Security Clearance with SCI access (TS/SCI). A Polygraph is preferred and potentially required for this position. Applicants selected will be subject to a government security investigation and must meet eligibility requirements for access to classified information. US citizenship is required.

Desired: Advanced degree in a technical field including program management or related discipline. Business Development background with ability to grow current, and develop new, customer relationships to expand contract size and/or gain additional business within the NGA customer space.
