Enterprise Clinical Performance is charged with effectively designing, implementing, monitoring, and executing on clinical affordability programs and projects with a focus on improving quality of care and achieving best in class clinical outcomes for our patients while reducing overall costs across providers within OptumCare. OptumCare is a ~ $9 billion a year organization, touching over 9 million patients, 80 payers and 22,000 providers. Enterprise Clinical Performance provides support to all markets served by OptumCare.


This position will report to the Clinical Affordability Lead within Enterprise Clinical Performance and will be responsible for driving end-to-end implementations of Clinical Affordability initiatives across OptumCare Care Delivery.

Primary Responsibilities:

  • Understand the business and operational program level details to be able to guide and support the design and implementation of initiatives utilizing key program and project  delivery skills and critical out of box thinking
  • Lead medium complexity programs and projects end-to-end to achieve key business objectives and financial targets; projects may include all SDLC phases or just the implementation phase
  • Support the execution of master contracts and statements of work with vendors, ensure appropriate business and financial approvals, and ensure the invoicing process is established  
  • Establish and secure signoff on core deliverables (e.g., scope, charter, CBA, SOWs, project plan, business requirements, process flows, decks for steering committee meetings, communication plan, RASCI, risk mitigation plan, escalation plan, IRAAD, user acceptance test plan, status reports, help desk / operations support, production deployment and validation plan, lessons learned, project closure)
  • Manage projects end-to-end in alignment with the defined scope and deliver on time, within scope and budget and with high quality
  • Direct cross-functional and/or cross-segment teams
  • Predict emerging needs across OptumCare Care Delivery and develop innovative solutions to meet them
  • Responsibilities include but are not limited to overseeing the program and project level planning, building consensus among stakeholders, securing buy ins from stakeholders, understanding what documentation needs to be produced for the projects and program (technical & business), oversee program and project execution and delivery on critical milestones needed for completion, proactively identifying risks and manage to the risk mitigation plan, be the escalation point for the project team, use the power of persuasion and sound judgment to create consensus among stakeholders, drive the program forward
  • Primary contact for Enterprise Clinical Performance, OptumCare Delivery Organizations and the project and program team at the implementation level
  • Assumes full ownership, project management and leadership of the Enterprise Clinical Performance and OptumCare Care Delivery Organization deliverables for Clinical Affordability initiatives on a local and national level
  • Embrace and be the champion of the Enterprise Clinical Performance service delivery model
  • Working in a matrix environment to drive efficiencies through influence
  • Seeks ways to improve job and operational efficiency and make suggestions as appropriate
  • Takes ownership of the process and provide constructive information to minimize problems and increase market satisfaction.  Partners with Care Delivery leadership teams and Optum management across markets to coordinate execution and implementation at the local level and nationally as needed
  • Ensure activities are appropriately integrated into the strategic direction, as well as the mission and values of the company

Required Qualifications:

  • Undergraduate degree or 5+ years of equivalent work experience
  • 5+ years of solid end-to-end project and program management experience with proven successful implementations leveraging solid project management methodologies and best practices
  • Previous experience in successfully delivering on medium complexity Operational projects in a matrix environment
  • Proven experience in successfully creating and securing signoff on core project and program deliverables (e.g., scope, charter, CBA, SOWs, project plan, business requirements, process flows, SOPs, decks for steering committee meetings, communication plan, RASCI, risk mitigation plan, escalation plan, IRAAD, user acceptance test plan, status reports, help desk / operations support, production deployment and validation plan, lessons learned, project closure)
  • Ability to simultaneously lead and manage multiple competing projects, programs and project resources 
  • Solid understanding of how scope, budget, quality and time impacts a project and be able to proactively manage them while proactively risks and managing them in alignment with the risk mitigation plan 
  • Ability to work independently and in a team environment to deliver end-to-end on Clinical Affordability initiatives
  • Ability to independently influence and collaborate with internal and external stakeholders and all levels throughout the organization to drive projects and programs forward and overcome any challenges and barriers
  • Ability to work through stakeholder challenges and see past the individual’s goals to get the team to drive the work efforts forward to consistently meet program/project overall goals and objectives
  • Serve as the escalation point for the project team
  • Demonstrated track record of exercising good judgment
  • Comfortable with report outs and presentation to management
  • Proficiency with Microsoft Office
  • 20% travel (work at home option or in office while not traveling)

Preferred Qualifications:

  • Project and program management experience with government pay for performance programs
  • Experience with managing medical management initiatives
  • Prior health care experience
  • Six Sigma and/or PMP certification 
  • Ability to build strong relationships across a variety of stakeholders
