Optum Analytics is looking for a Subject Matter Expert (SME) Proposal Manager (PM), who is passionate about using information technology to improve the quality, safety and efficiency of the health care system, to support the sales of the Optum Analytics platform.  The environment is aggressive, fast paced and innovative.  We are looking for smart, solutions-focused individuals who will take ownership of their responsibilities and work collaboratively. 

The Proposal Manager (PM) is responsible for independently overseeing and coordinating Optum Analytics proposal responses through the opportunity life cycle from Request for Proposal (RFP) release, to post-proposal submission. This role will be responsible for internal resource assignment, scheduling, ensuring compliance, and timely delivery of all proposal deliverables.  They will maintain insight into all phases of the Growth Operations’ Proposal team process and aggregates/edits/writes responses to complex requests for proposals/information (RFP/RFIs).  In this role, the PM will focus on bringing together all subject matter experts across internal teams associated with the RFP/RFI response in order to submit a winning proposal package.


This role will own the Optum Analytics proposal process from the business side, working in collaboration with Optum’s Growth Office as well as internal thought leaders and subject matter experts within particular domain areas.  The ability to manage and communicate at all levels, meet sometimes tight deadlines, work as part of a team, provide detailed follow-through, and exhibit a positive demeanor are essential to the success of this role and the Optum Analytics team.


The PM will author significant proposal response material as well as proposal development activities including drafting proposals for new and existing clients and directing the preparation of supporting documents and analyses. They will work closely with sales, product, legal, pricing, and other functional teams to tailor responses to reflect a prospect's needs, interests, etc., is within scope of this position. Written & Oral communications are key to this role as it will support prospect discussions with sales executives, as needed, to demonstrate the Optum Analytics software platform(s).



Primary Responsibilities:

  • Developing proficiency in Optum Analytics software solution(s) to

    • Focus and drive process involved in planning and conducting proposal completion

    • Demonstrate capabilities in support of sales discussions, and product demonstrations

  • Leading sales and solutions teams through complex responses in terms of technical capability and budget articulation while also developing and managing project timelines and schedules for all proposal deliverables, ensuring that quality proposals are delivered to Optum’s prospects

  • Serving as the primarily technical, budget, and research point of contact involved in planning, conducting, analyzing and articulating information relevant to data and other requirements for use in proposal responses.

  • Marrying proposal requirements with corporate capabilities and distinguishing discriminators for clarity, conformance, consistency, and completeness

  • Managing the development of content and other significant written communications and ensuring that quality and compliant technical proposals are created and submitted
  • Communicating and maintaining relationships with internal clients, upper management, and support staff to ensure that the proposal process runs at high efficiency
  • Coordinating the reviews of proposal documents and ensure that the proposal team and other relevant parties across the institute are communicating as effectively as possible
  • Maintaining proposal content library with materials such as staff bios, case studies and other materials to specifically target the necessary competencies sought by prospects

  • Obtaining feedback from projects for “lessons learned” to incorporate into future proposals

  • Exhibiting strong leadership through the scheduling, coordination and facilitation of the solution design process, prep, status meetings, and escalating issues as needed
