**Director of Provincial Access JD**

Position Purpose:

Director of Provincial Access (PA) will be accountable for building a compliant, effective access excellence in broad market for Pfizer China.

Organizational relationships:

Reports to Head of Commercial & Diversity, Pfizer China

Interfaces with GE, CVM and ADBG sales team

Closely cooperate with KA, GAMA and Commercial


+ Has full accountability to identify business opportunities through the whole access value chain

+ Based in core cities, fully understands healthcare/reimbursement policy and the implications on national and provincial level;

+ Drives the understanding of broad market healthcare/reimbursement policy implication and identify business opportunities;

+ Leads the overall access strategy in broad market and directs the customized strategy for regions/counties

+ Manages external stakeholders (including government, hospital, KOLs) for business opportunity identification and implementation;

+ Manages Pfizer internal stakeholders to work closely with KA, Commercial, GAMA, Sales team, Marketing, AS, Medical, etc. for collectively deliver an effective and efficient access practice

+ Drives the collaboration with NHFPC and other national or local government bodies, to enhance the broad market exploration platform

+ Leads business model innovation pilot initiatives, has full responsibility to deal with related parties/stakeholders to achieve agreement/build partnership including implementing package selling model;

+ Accountable for designing marketing programs/initiative to facilitate access related work

+ Has full accountability for PA team, including team setting up, operation, people development, compliance with local & global SOPS & regulations and has an active role in its oversight

Capability Expectations:

Education preferred:

+ Bachelor and above

Prior Experience Preferred:

+ 10+ years of experience in government affairs and market access

+ 3-4 years of experience in broad market business development preferred

+ Experience in project management and stakeholder management

+ Demonstrated leadership experience building a team

+ Experience as both a line manager & team lead in a matrix organization

+ Demonstrated experience collaborating across a large organization with demonstrated ability to integrate technical & commercial needs

+ Fluent in both Mandarin and English
