Job Details

The Resource Management Lead delivers value-add business operations and resource management support services in support of the business. Contributes to the achievement of Global Product Development (GPD) and Worldwide Research & Development (WRD) business strategies and goals by partnering with applicable business/resource managers and senior leaders across key stakeholder groups and applying functional/technical expertise to enable and enhance operational performance through effective forecasting, planning & management of organizational resources.

**The Resource Management Lead's key job focus areas include:**

Resource Management: Drives improved resource management capabilities and decision-making processes through the delivery of robust business systems, tools, processes and data. Manages essential resource information/data and provides essential functional and technical support services enabling Annual Operating Plan processes.

Business Development Assessments: Performs cost/ budget evaluations associated with external Business Development opportunities (e.g., in-licensing, out-licensing, acquisitions, collaborations, etc.) that enable GPD and WSR business leaders to proactively evaluate work requirements and make informed resource decisions.

Business Consultation Services: Partners with WRD and GPD business leaders by providing value-add business information and data to support informed decision making. Enhance understanding of Research Unit (RU) and Business Unit (BU) project and portfolio work priorities as it relates to WSR and GPD resource planning & forecasting objectives.

**Lead Responsibilities**

+ Provides essential technical and functional expertise contributing to the FTE Tracking (Activity Tracker) and Resource Planning & Forecasting (RAPID) resource management programs for the WSR and GPD business lines.

+ Extracts the full value of established Pfizer project and resource management systems and processes to facilitate resource planning and decision-making for the GPD and WSR organizations.

+ Contributes to continuously improving the resource management capabilities for organization through the delivery of robust business tools, processes and data.

+ Partners with subject matter experts in functional lines and RAPID Modeling Support team to support

+ Development and maintenance of FTE estimating assumptions (algorithms) for use in developing resource demand forecasts in support of Planning & Forecasting and Annual Operations Planning activities.

+ Supports maintenance of resource and cost rate information in the RAPID system to facilitate project, portfolio and resource planning reviews.

+ Ensures the consistent use of data standards for estimating resource requirements and costs for functional lines to support near and long term resource planning activities.

+ Analyzes, interprets and reports relevant workload and resource information to leaders in support of resource planning and decision making.

+ Proactively surfaces potential resource related issues to business leaders and stakeholders and recommends go-forward actions / sourcing solutions.

+ Delivers regular and ad-hoc resource reports to include actual results and comparison to forecasted resource requirements. Supports variance analyses through the delivery of Closed Loop reports.

+ Partners with business representatives and leaders to manage and maintain internal/external resource capacity status information for assigned business areas of responsibility in support of resource management objectives.

+ Partners with the Planning and Regulatory representatives

+ Partners with WSR Regulatory and Planning groups to capture Rest of World submission and approval data for products on market enabling improved country level resource forecasts and management Ensures global resource capacity issues are surfaced and addressed in a timely fashion.

+ Coordinates and supports the reporting of drug portfolio and project planning information (e.g., activity, milestone, resource data, etc.) to GPD and WRD lines as it pertains to resource management deliverables.

+ Manages resource and cost assessments related to internal Pfizer portfolio optimization opportunities (e.g., project accelerations, buy-ups, etc.)

**Business Development Assessments**

+ Prepares various resource and cost assessments, including estimates of costs for in-licensing and out-licensing projects and Business Development deals, for business and resource planning purposes.

+ Partners with subject matter experts in functional lines to develop and evolve FTE estimating assumptions for use in developing resource demand forecasts in support of external Business Development opportunities

+ Facilitates the delivery of approved required resource/cost assessments associated with new business opportunities (e.g., Business Development related deals) for the WSR and GPD business lines.

+ Contributes to business goals associated with FTE Tracking Program and Activity Tracking (AT) time-tracking system. Ensures time-tracking system meets the resource information needs of functional business lines.

**Business Consultation Services**

+ Partners with Business Operations leaders in support of efforts to enable business line leaders to drive their clinical trial, safety and regulatory businesses. Prepares essential business information and data (e.g., Quarterly Operations Report) on monthly, quarterly or ad-hoc basis to support status reviews with senior leaders that inform decision making.

+ Educates business line leaders and resource managers on how to interpret FTE resource data and its application in managing and improving business operations.

**Problem Solving Skills**

+ Bachelor's degree and 9 years or a Master's degree 7 years related experience

+ 5 years directly in pharmaceutical industry in a business or program management support capacity preferred

+ Advanced Degree (e.g MS, MBA) preferred

+ Solid understanding of the both the Early and Late stage drug development process portfolio management and resource planning preferred

+ Familiarity with Regulatory and Safety organizations a plus

+ Ability to understand and value different customer needs and provide tailored services where necessary; demonstrated customer service mentality and focus to successfully manage a customer-facing role.

+ Strong communications (written and verbal) skills. Proven ability to work collaboratively and build strong relationships with customers/partners and the ability to invite input from these groups when determining what will work best for the business.

+ Demonstrated ability to effectively analyze and interpret relevant business and resource information and data to support decision-making processes with experience in budget management, resource management and resource modeling.

+ Strong team player with the ability to engage functional experts across Worldwide Safety & Regulatory and Global Product Development business functions.

+ Experience using project and/or resource management systems and reporting applications (e.g., Activity Tracking (AT), Microsoft Project, Planisware, ProModel Portfolio Simulator, Business Objects, Spotfire, etc.)

+ Excellent organizational and interpersonal skills with the ability to be flexible and prioritize multiple demands.

+ Possess a high energy level, sense of urgency, creativity, decisiveness, ability to work hard and well under pressure.

+ Proven ability to negotiate, influence and problem solve. Strong portfolio and resource planning acumen; analytical and strategic problem-solving capabilities.
