Description This Tier II position will be responsible for system administration of the E911 platforms, managing daily task to ensure our nodes are performing at optimal capacity. This position will focus on applying new configuration to the platform including SCOUT pushes and provisioning Lb links, software upgrades, routing failover and backups, optimize performance, monitor internal alarms, disk and local file systems management, ensure gold standard compliance, perform system health checks on the servers, and service validation. This manager will also be responsible for Methods and Procedures documentation and ensuring that MOPs are filed for all network changes assigned to their area. This manager will occasionally analyze outages, participate in root cause analysis and make/implement actionable plans to ensure network reliability. This manager will participate in new technology roll out and will share new found information which helps team/network performance to make the team/network more efficient and error free.



**Roles and Responsibilities:**

Responsible for the requirements, testing, planning & implementation of new software, hardware & applications relative to new product delivery, systems architecture, process enhancements, infrastructure and security. Provide technical solutions and project management and any/all functions involved in the provisioning, assurance, number administration, inventory, address qualification, and local number portability applications, processes and practices. Participates in software development project activities which may include technical/business requirements and design, and technical writing including Methods & Procedures. May assist in the coordination, evaluation and partnership with technology vendors, outside consultants and internal dotted line resources as needed. Works as part of a 24X7 staff to deliver network technical support to address escalations. Provides the technical troubleshooting and leadership skills required to recover from the most complex network problems in real time to restore service. Identification of root cause, resolution, work arounds, testing & implementation of vendor / IT fixes or design changes. As subject matter experts, works closely with business partners to identify and quantify business issues associated with specific projects, develop and implement business strategy, and assist in setting strategic technical direction in support of customer facing organizations. Review and approve proposed technical systems designs to insure business requirements are met. May assist in providing leadership for projects, including such activities as collaborating with the client to develop business cases, defining business and/or technical requirements and preparing detailed plans and schedules. May lead cross-functional teams on specific issues &/or projects. May review and interpret technical documentation and vendor specifications for inclusion / adaptation into database templates. May perform work at customer location.



**Key Competencies and Skills:**

1. In depth knowledge of the E911 network including the following platforms: E// MPS, PLRF, SMLC, and third party GMLC.

2. Proficient Unix/Linux knowledge with basic understanding of managing disks, local file systems, volume manager, security, implement fault and service mgmt, clustering for high availability, perform traces, and analyze log files.

3. Managerial/supervisory experience; ability to lead a team.

4. Ability to logically step through the trouble isolation process and engage additional levels of support.

5. Ability to proactively seek out fault alarm-related improvement opportunities and to manage process development.

6. Familiarity with each RAN vendor for 3G, VoLTE, wireless network architecture, from handset access to core is highly desirable, and each E911 positioning technologies.

7. Strong communication and presentation skills.

9. Should be flexible to work on continuous US shifts
