The Strategic and Self Service Proposal Manager reports directly to the Vice President of the Optum Proposals Team (OPT) and is primarily responsible for creating a strategic response team who will support sales opportunities that require strategic messaging regarding the strategic differentiators, customer based value of our point products and integrated solutions across employer, payer, and provider markets. This role is also responsible for ensuring our Request for Information (RFI) responses are timely, strategic, of high quality and meet the need of our current and future customers. Lastly, this position will also be responsible for managing our proposal self - service tools and driving new proposal development by partnering with stakeholders to identifying specific product and solution needs


The ideal candidate needs to have the ability to think both tactically and strategically regarding our proposal team, build great partnerships with our internal customers and manage change across their team. While managing the day to day workload, this candidate must have the ability to develop a strategic vision for the team and work collaboratively to execute upon that vision. The position will also work very closely with our other OPT leaders to ensure our end to end proposal processes are delivering the highest quality, strategic response within the often tight deadlines we must meet. This candidate must comfortable with change and strive to provide innovative thinking to continuously improve our overall processes.


Primary Responsibilities:

  • Build Strategic Response Team
    • Develop proposal responses and executive summaries that are compelling and articulate the strategic value
    • Bring a broad, cross Optum view when responding to RFP’s
    • Develop proposal content for cross market
    • Develop skills, tools and relationships that builds our strategic partnerships with our sales and product business partners
  • National Consulting Firm RFIs
    • Working with consultant relations team and other key stakeholders across the organization to share / develop best practices and respond to RFI requests
  • Self - Service Library
    • Maintaining existing standard proactive proposals and troubleshooting self - service site
    • Working with the OPT content managers, product SMEs, graphics team and quality team to develop standard proactive proposals for sales organization
    • Developing other self - service initiatives as needed
    • Providing custom proactive proposal support for sales organization
