The Technical Product Manager defines the product strategy and is responsible for managing and meeting the needs defined by Business Product Managers. The Technical Product Manager (TPM) role is responsible for product management activities of multiple products within a portfolio.  These activities include working closely with multiple Business Product Managers (BPM) and business partners to develop a strategic vision for technical product offerings and effectively managing all aspects of strategic planning / road mapping, cross - market business case development, product prioritization and launch to meet the organization’s goals and market needs.  The role reports into the OTCS Product Management team


The TPM integrates the activities of product management, product development, marketing communications, services and consulting in the development, implementation and maintenance of products that align with the business strategy.


Primary Responsibilities:

  • Responsible for products that enable the business teams to meet or exceed revenue and market share goals
  • Synthesize analysis and market assessments to go - to - market strategies, from one or more business product managers
  • Establishes Strategic Product Roadmaps for market offerings
  • Partner with product architects to develop new products, expand on existing solutions, and leverage existing products to define solutions
  • Partners with business product managers and product architects to create Strategic Product Roadmaps
  • Defines products that supports the BPMs go to market strategies, value proposition definition sand key differentiation messaging
  • In conjunction with the product architect, conduct buy / build / partner analysis as part of investment planning and develops Business Cases to support the resulting recommendations
  • Constantly collect and analyze performance data (e.g., market, financial, and operational) in order to identify new opportunities for improvement and / or market differentiation
  • Support Sales activities
  • Sales Enablement, training, value proposition development and support
  • Champions Market Intimacy activities - Development of internal Product Advisory Councils for strategic planning
  • Thought leadership for the product portfolio
  • Provide strategic direction and thought leadership to the agile product owners supporting sprint work streams


  • Facilitate product steering committees
  • Facilitate / establish feature prioritization
  • Facilitate commercialization
  • Product Vision / Strategies - Establishing a vision for the product and crafting a path to the future (which markets to address [State, Federal, Private sector] which capabilities to bring to market and prioritizes the investment).  This product strategy is aligned with the business strategy
  • Product Business Cases
  • Product Scorecard - reviewed quarterly to gauge performance of the product (KPIs)


Required Qualifications:

  • Four - year degree in business, healthcare, or technology (or equivalent)
  • Knowledge of software development process, experience with requirements management, project management, and complex projects and activities
  • 5+ Years of experience managing a diverse product portfolio as a Product Manager
  • Domain Experience
  • Healthcare products and / or Health and Human Services program experience

  • Strong demonstrated ability to lead initiatives to a successful result
  • Business process experience
  • Experience in complex, matrix organizations; knows how to get things done both through formal channels and the informal network
  • Demonstrated leadership ability with cross - functional teams
  • Ability to effectively deal with moderate levels of ambiguity - can effectively cope with change, can shift gears comfortably, can decide and act without having the total picture, comfortably handles risk and uncertainty
  • Excellent written, verbal and interpersonal communication skills
  • Effective formal presentation and facilitation skills in a variety of settings 
  • Ability to work independently and in a team environment in a positive and supportive manner
  • Strong analytical abilities, organization and project / process management skills
  • Good negotiation, problem solving, planning and decision - making skills.  Accurately scopes out projects, sets objectives and goals, develops schedules and resource assignments, measures performance against goals, and evaluates results
  • Strong initiative and self - motivation
  • Ability to manage projects simultaneously and achieve goals.  Uses resources effectively and efficiently
  • Excellent follow through, attention to detail, and time management skills
  • Strong interpersonal skills; the ability to work collaboratively with a wide range of individuals at all levels of the organization
