**ROLE SUMMARY**



The VP, National Government Relations, leads a team of field-based government relations, public affairs, and external relations colleagues and serves on the U.S. Government Relations Leadership Team. The VP is responsible for initiating and managing a range of government relations, public affairs, and external relations projects to favorable influence the public policy environment in support of Pfizer's business objectives. The VP works closely with the Public Affairs and Policy teams to determine strategy and execution of plans to interact with government officials, opinion leaders and the public about issues related to Pfizer and the pharmaceutical industry. The VP leads efforts across the U.S. in support of Pfizer business objectives.







**ROLE RESPONSIBILITIES**







+ Lead and leverage all state based advocacy for Pfizer USGR, including field based state government, legislative affairs, advocacy and professional relations, and public affairs.



+ Partner with Sr. Director therapeutic area leads to identify and drive field based public policy priorities for Pfizer business units.



+ Coordinate with federal affairs and Corporate Affairs leadership for seamless execution of U.S. public policy initiatives and operational excellence in support of Pfizer business objectives.



+ Work closely with Corporate Affairs Leads to further public policy objectives on a more consistent basis at the state level.



+ Work closely with ELT members and other NYHQ based senior leaders on state issues critical to their business and functions.



+ Develop and execute state based campaigns that improve patient access to medicine by partnering with allies, policymakers, and other key opinion leaders.



+ Lead a team that develops and executes state plans which embody all of the top commercial and policy goals in each state.



+ Provide strategic advice and counsel on emerging public policy trends that would impact Pfizer business objectives.



+ Responsible for monitoring of state government legislation and regulations that affect the operations of Pfizer.



+ Implement a sustained course of action to influence state legislation and regulations.



+ Manage issues and develop strategies for state-based, public-funded programs that provide pharmaceutical coverage in order to ensure patients' access to medicines and to promote Pfizer business objectives. Align Pfizer policy strategies on these programs with Pfizer business goals.



+ Manage a team of 3 state based regional VPs, National Legislative Director and Senior Manager Operations.







**QUALIFICATIONS**







+ Bachelor's degree in Public Relations/Marketing, Communications, Economics, Political Science or related field of study required (Advanced degree strongly preferred)



+ Minimum of 15 years' experience in a responsible leadership position in federal, state, or local government, or for a corporation, trade association, or non-profit organization that develops policy, conducts public education and advocacy and lobbies



+ Strong experience in policy development, relationship building, communications and messaging



+ Experience with corporate culture and issues



+ Strong communication skills required



+ Ability to develop an argument and persuade an audience



+ Work collaboratively with a diverse group of internal and external stakeholders



+ Excellent judgement, assertiveness and diplomatic skills



+ Excellent interpersonal skills with demonstrated ability to work as part of a team



+ Ability to communicate complex topics into an understandable short narrative across a range of interested parties.







**NON-STANDARD WORK SCHEDULE, TRAVEL OR ENVIRONMENT REQUIREMENTS**



Traveling 25% of the time may be a requirement
