The Vice President of Health Products and Services is responsible for leading the activities of the Healthcare Transformation (HCT) team and ensuring the associated requirements  of the AARP / ASI / UHG contract relating to the understanding and improving the Healthcare experience for the Medicare Supplement population and their families / caregivers, are met or exceeded.  This leader is accountable for maintaining outstanding relationships with the ASI / AARP teams as well as with all internal stakeholders (i.e. Optum & Insurance Solutions).  The leader is also accountable for developing the clinical strategy for all programs related to the Medicare Supplement population.


Primary Responsibilities:

  • Develop, secure ASI funding for, and implement the Annual Healthcare Transformation (HCT) plan, and ensure all components are completed on time and within budget
  • Develop and execute the Health related components of the SHIP Operating Plan per contract time frames, and within budget
  • Develop and execute the Annual Market Reform Plan in collaboration with ASI and UHG leadership per contract time frames, and within budget
  • Negotiate Benchmark, Consultant Agreement, Quality Metrics, and Intellectual Property, and file agreements with ASI in collaboration with the Insurance Solutions Chief Counsel; ensure all filings are accurate and in accordance with the contract
  • Lead HCT innovation activities, including development and execution of research agenda, university affiliations / agreements, and ensure that the agreed upon number of peer reviewed external publications are submitted each year; ensuring that all of the NDA, IRB, IP, and procurement components of University contracts meet the UHG requirements
  • Develop the Clinical program strategy and provide oversight for Optum Clinical Solutions, to ensure execution meets the client’s expectation
  • Collaborate with Insurance Solutions to develop the strategy for value added health related services as a component of the Differentiated Member Experience Initiative
  • Provide leadership and oversight of the Healthcare Transformation team

Required Qualifications:

  • Master’s Degree in Public Health, Health Care Administration or 10 years leadership experience in a managed care matrix organization with increasing responsibility
  • 6+ years of experience with Executive Presentations to C-Suite clinical and non-clinical staff across multiple platforms
  • 6+ years of experience in full cycle program / product implementation which includes ideation, conception, scoping, implementation, execution, evaluation
  • Proven influencing skills across the enterprise to flawless execution of end to end program development
  • Knowledge of the differences between Medicare Supplement Insurance and fully insured products, and how it shapes potential strategies
  • Excellent understanding of the evolving landscape of healthcare provision
  • Strong leadership skills: evidenced by the ability to lay out a vision, listen to stakeholders and incorporate input to ensure alignment, and provide timely feedback and encouragement
  • Negotiation skills: evidenced by the ability to understand the needs of the other party, and collaborate on win-win solutions
  • Client relationship / account management skills: evidence of effective relationship building and delivering results for clients
  • Communication and Presentation skills: evidenced by clear written and oral communication which is simple to understand and based on key messages to be delivered, gets to the goal of the communications, and understanding of the audience receiving the message
  • Problem solving skills: evidenced by clearly stating the problem / challenge, and getting agreement on the problem definition from stakeholders, developing multiple potential scenarios to mitigate the problem, and ensuring commitment while implementing the best overall solution
  • Flexibility / Adaptability / Emotional Intelligence: evidenced by specific examples of successful rapid adaptation to changing circumstances such as organizational changes, changes in client / customer role or guidance, or changes in customer or supplier context

Preferred Qualifications:

  • MBA
  • Clinical background and experience (e.g. RN, RPH, PA, MSW)  
  • Experience in 1 of our UHG innovations Groups-across the enterprise
